That is one measure of whether the district is advancing students academic proficiency. And this rating came despite the fact that the AYP bar did not go up.On the ACT exam, LCSD1 s juniors did not hit a single state benchmark scores that they need to have a 50 percent chance of getting a B or better in a related college course. Those included math, reading and science.Results on the state standardized test, PAWS, saw declines across the board. LCSD1 officials blamed that on a tougher exam, but given the district s performance on other measures, that is hard to accept. Besides, some individual LCSD1 schools scores went up. Why not the rest?Some 47 percent nearly half of LCSD1 schools failed to meet expectations in the pilot test of the state s new school accountability model. And only 18 percent exceeded expectations. The district s three junior highs continue to be places where good students go to wither academically. Mr. Stock has admitted that many times, but he has had zero success in solving the problem. All three junior highs in LCSD1 failed to meet state expectations, though McCormick and Carey at least did so partially.If the LCSD1 Board of Trustees and Mr. Stock continue to feign optimism over these quarter-full results, they are doing students, parents, taxpayers and other stakeholders a disservice. It is past time to get past the happy talk and down to the business of challenging themselves and their administrators, principals and teachers to seek excellence rather than accept mediocrity.Some possible solutions:1 Declare war on the academic black holes that are this district s junior highs. Stop tweaking the system and blow it up. Add an International Baccalaureate program; seek a top-notch junior high charter school; see what other districts in and out of Wyoming are doing to solve this problem. Stop blaming the inadequate performance on such things as student transitioning and fix the problem.2 Figure out where other soft spots are and repair them as well. Shockingly, Mr. Stock tried to blame LCSD1 s poor performance on Title I kids. Really? If these lower-income children need support, get it to them. But they are not the only problems in the district. Stop blaming lack of parent support, for example; that is not going to get better. Develop programs that work and solve the problems.3 Look at other reforms. Longer school days are working at PODER Academy, LCSD1 s only charter school. How about putting that in place across the district? What about a longer school year? Programs to beat summer slump have been piloted here. Why not have one at every school? Take a closer look at merit pay. And get nonperforming teachers out of classrooms now (and stop pretending there are none).The sense of inertia in LCSD1 is palatable, and it is re-emphasized when officials like Mr. Stock feign optimism rather setting a high bar and then demanding that his people meet it. LCSD1 is not experiencing the kind of growth and success that it could and should.That, Mr. Superintendent, is not pessimism. It is the truth.
