This proposal would raise about 25 million as this county s share of two important buildings a student center and a flexible technology facility.It is a worthy investment, and we hope voters support it. But more on that in a moment. First, let s look at some of the fallacies behind the arguments against it.1 Laramie County residents are wasting their money since all they do is train young people who take their skills out of state.Not so. LCCC reports that it placed 69 percent of its graduates in Wyoming between 2008-2011, with 45 percent landing in Cheyenne (no figures were available for all of Laramie County).In other words, LCCC is a Wyoming school 87 percent of its students come from this state, 60 percent from Laramie County that produces a product used in Wyoming. So the modest investment being asked of residents for the bond issue can pay huge dividends.Also, it is estimated that 65 percent of the jobs in the Cowboy State require some form of advanced education. LCCC can be a key venue for that important learning to occur.2 This bond issue essentially is a scam: Once it is approved, it never will go away.Again, that is not true. By state law, once the money is raised to pay for these buildings, the taxes will go off the books.Consider the school s last bond that was passed: to build the Health Science Building (not dormitories or the new cafeteria, as other rumors say). It was initiated in the 2007-2008 budget year, and it went off the books in June of 2009. It was not extended in public or in secret and it no longer is on residents property tax bills.In fact, that millage went off the books two years earlier than expected, and it ended up being lower than planned (4.28 mills compared to 5.20 mills). It is true that there are property taxes in effect for LCCC, but four of the mills are required by the state. Another supports the school s operations.3 These buildings are not needed and were decided upon haphazardly. Nothing could be further from the truth. LCCC has had a long-range plan for its growth and development for at least a decade. It regularly is adjusted to meet changes in programming and demand.A recent audit showed that the school needs 40,000 more square feet of space just to meet the current demands placed on it. This despite the efforts by school officials to rearrange the location of classes and services.The audit also shows that if the student body grows just 10 percent over the next 10 years, another 150,000 square feet will be needed. And all estimates are it will grow faster than that.Because of this, LCCC is unable to offer new types of training that local employers seek: It simply does not have the room. For those here who are worried about placing graduates in the community, expansion is the best way to make that happen.Indeed, both the student services and the flexible technology buildings were chosen for this bond to meet these needs. Others in the Cheyenne community were hoping for a fine arts building instead. But that was moved down the priority list as the trustees saw more pressing needs.The Wyoming Community College Commission recognizes the concerns as well: It has made these buildings its No. 1 and No. 2 priorities among requests from across the state. That should help LCCC get the matching 25 million that it wants from the Legislature, but it also is confirmation about the wisdom and the importance of these planned facilities.As for the nuts and bolts of the proposition, voters are being asked to approve a two-mill property tax increase. That would cost the owner of a home with a taxable value of 200,000 about 3.30 a month in added taxes.Part of the money will be used to build a 49,500-square-foot flex-tech building (cost: 14 million). This facility will be used to offer specialized instruction in such areas as welding, auto and diesel mechanics and process technology. It can be reconfigured at virtually a moment s notice to meet the needs of the community.The other building will provide 90,000 square feet (cost: 30 million) and will pull together a range of services from across the campus that students need to enter the school and stay there. It also would help boost the presence of the University of Wyoming on the campus, provide more specialized instructional space (labs, video classroom, computer and technology centers) and room for conferences and other large meetings.We urge the voters of Laramie County to ignore the static and focus on what their dollars will do to grow LCCC, which is a key economic driver here. Quality facilities that offer a quality education are essential for this area and the state.
