With 48 school districts pulling in 48 directions, there are bound to be inefficiencies introduced into the system. And while the districts have been given broad direction, such as a statewide curriculum and block grant funding built on a formula, they still have local authority to do pretty much what they want to do. And they do.Other local factors play a role in the variations within the system that are holding back Wyoming s push to excellence. No doubt local politics have a part. What superintendent is going to recommend the firing of a poor teacher whose brother-in-law is on the board? Certainly, some boards are better qualified than others to run a district. And political persuasion can override best practices.The Legislature has come to see the problems with local control even if they won t say so out loud which is why it has spent the last several years developing accountability programs for teachers, schools and districts.This is at the heart of the current dispute between lawmakers and State Superintendent of Public Instruction Cindy Hill. She believes in local control almost to a fault. That clashes with legislative efforts to assert greater control from Cheyenne.The trick for Wyoming will be to strike the right balance between the two points of view. But one thing is certain: The pendulum currently sits too far on the side of local control, and that is hurting Wyoming s efforts to create great schools.In the meantime, there are things local districts can do to improve their academic results.
